2026 POLICY POSITIONS

Military Financial Literacy Act – H.R. 8056 ǀ S. TBD

Establishes structured one-on-one financial counseling at key career milestones and during the Transition Assistance Program (TAP), delivered by HUD-certified counselors with military-specific training through HUD-approved agencies and coordinated by a qualified Veteran Service Organization intermediary.
Note: A NDAA FY2027 Alignment

Veteran Home Loan Support & Stability Act - Proposed

Establishes a VA Loan Custodian framework allowing veteran borrowers to designate qualified organizations to provide benefit navigation, case management, and neutral representation across key VA loan processes, including COE verification, appraisal issues, broker compensation rules, and foreclosure prevention.

Military & Veteran Housing Counseling Access Act - Proposed

Expands HUD Section 106 Housing Counseling to include the military-connected community, establishes a specialized military-focused training track for HUD-certified housing counselors, and supports counseling services tailored to servicemembers, veterans, and their families.

LEGISLATIVE VICTORIES

2025 Homebuyers Privacy Protection Act (H.R. 2808):
VAREP supported the H.R. 2808, which limits the sale of mortgage “trigger leads,” protects prospective homebuyers’ financial privacy and ensures servicemembers and veterans are safer from unsolicited solicitations when exploring housing finance.

2025 ROAD to Housing Act (S.2651):
VAREP endorsed this landmark bipartisan housing package, the first comprehensive housing reform in over a decade. The Act boosts housing supply breaks down homeownership barriers, and strengthens program accountability all directly advancing veterans’ housing stability and financial readiness. It also incorporates key provisions aligned with the Veterans Affairs Loan Informed Disclosure (VALID) Act (Sec. 601 & Sec. 602).

2019 Blue Water Vietnam Navy Act:
Revised funding to protect bonus entitlements, maintain VA Funding Fee waivers for disabled veterans, and extend benefits to Purple Heart recipients on active duty.

2019 NDAA Amendment:
Collaborated to mandate financial literacy training for service members.

2019 Economic Growth Act:
Close VA Refinance Program loophole, ending predatory lending against veterans.

2019 Protecting Affordable Mortgages for Veterans Act:
Corrected an oversight that disqualified over 3,000 VA loans.

2020 URLA Update:
Modified the Universal Residential Loan Application to include a military service question, simplifying veteran identification in home loan applications.

2020 Veteran Home Loan Disaster Recovery Act:
Contributed to legislation allowing new VA loans for homes damaged by major disasters.
