Agency Information

USA Homeownership Foundation Inc., doing business as the Veterans Association of Real Estate Professionals (VAREP), is a California based corporation and a 501.c3 nonprofit organization (45-2458485). We are a HUD-approved housing counseling agency (#90312), and an affiliate of HomeFree USA, under 24 CFR Part 214. Our services are delivered by HUD-certified housing counselors in accordance with HUD Handbook 7610.1.

Fee Disclosure Statement

All fees listed are for HUD-compliant housing and financial counseling services delivered by certified counselors. Fees are reasonable, disclosed in advance, and may be reduced or waived based on financial hardship. No one is turned away due to inability to pay.

Foreclosure Counseling Fee Policy

In accordance with HUD regulations, clients who are delinquent on their mortgage, facing foreclosure, or at risk of eviction will not be charged counseling fees. These services are fully subsidized and provided at no cost to the client.

Hardship and Fee Waiver Policy

VAREP is committed to ensuring our services remain accessible to all. If you’re facing financial hardship, especially during times of housing or credit instability, you may qualify for a reduced fee or full waiver.
All hardship requests are reviewed with compassion and confidentiality. Our goal is to ensure everyone—regardless of income—can access trusted, HUD-compliant counseling.

To request a hardship waiver:
•  Let your counselor know during intake
•  Submit basic documentation of income or financial hardship
•  No one will be turned away due to inability to pay

No Obligation Statement

Participation in VAREP’s counseling programs does not obligate you to use any particular lender, real estate professional, or product. VAREP does not accept referral fees or compensation from any service providers tied to your counseling outcomes.

Funding Disclosure

Some services provided by VAREP may be partially or fully subsidized by funding from HUD, VA or other federal/state grant programs, or mortgage servicers. These funds allow us to offer certain services—such as foreclosure prevention and homelessness referrals—at no cost to eligible clients.

All personal information shared with VAREP is kept confidential and used solely for the purpose of providing housing and financial counseling. We do not sell or share client data.

Conflict of Interest & Privacy Statement

•  We do not accept commissions, referral fees, or compensation from any lender, real estate provider, or financial institution based on your participation or loan decisions in compliance with 24 CFR §214.303(e).
•  All client information is confidential and used solely for counseling purposes.
•  We do not share client personal data without written consent unless required by law.

Virtual Counseling Disclosure

VAREP offers HUD-approved housing counseling services virtually via secure phone, video, and electronic communication. Clients who choose virtual counseling must complete and sign the Virtual Counseling Disclosure and Consent Form prior to services. This form outlines your rights, technology use, privacy protections, and optional use of electronic documents and signatures. Virtual counseling is voluntary, and alternative formats (e.g., phone-only or in-person, where available) are offered upon request.

Limited English Proficiency (LEP) Policy

USA HOMEOWNERSHIP FOUNDATION is committed to ensuring meaningful access to housing counseling and education services for clients with Limited English Proficiency (LEP). We provide language assistance services at no cost to clients, including bilingual staff support (English and Spanish), access to interpretation services such as 211, and translated materials where available. If we are unable to meet a client’s language needs directly, we will provide a timely referral to another HUD-approved agency that can. Our intake forms track LEP status, and all LEP data is reported through our ARM 365 system and included in quarterly 9902 submissions. This policy aligns with HUD’s LEP guidance and Title VI of the Civil Rights Act.
